Student Policies
(Adopted June 1, 2010)
This Student Policy governs the manner in
which Spencer administers Student Issues
including but not Limited to:
Refunds, Scheduling Issues, Campus
Management, Student Privacy, Young Students,
Financing And Failed payments. Futher Spencer
Reserves the Right to Modify this Policy without
notice to the public or former students.
Privacy
Spencer is committed to safeguarding the
information Students entrust to Spencer and
believes every Student should know how Spencer
utilizes the information collected. Spencer Will
not sell Share or Distribute Student Information
utside of the Spencer Network. Which Consits of
Spencer Owned and Operated Companies. This is a
Zero Tolerance Policy in Place for All Spencer
Employees and Contractors. When you share
information with Spencer it is Instaintly
labeled Intillectual Property of Spencers. There
for any outside use of misuse of information on
any Former/Exsiting Contractor/Empolyee will
result in Prosocution to the fullest exstent of
the Law.
CORE AND SAE COURSE POLICIES:
1) An Enrollment Agreement must be filled out
and signed by the student. Please read the
agreement thoroughly.
2) Classes will begin
on time and will not end before published times.
One hundred percent attendance is required for
all courses per Spencer Training and Testing
Development, Inc. .
3) To ensure that the
student will receive credit for the course,
he/she must initial the “Attendance Sheet”
located in the classroom at the beginning and
end of each session. The instructor will note
late arrivals and absences. Homework and/or
make-up days will be assigned as necessary.
4) The staff will assist students in arranging
make-up of time missed. Make-up time must be
completed within 7 days from the time the
student missed hours in the original course.
5) The instructor will write his/her name and
phone number on the board at the beginning of
class. They are the experts in the subject
matter covered in the course and students should
contact them with any questions concerning the
covered material.
6) Final exams are given
following the last session of the course. Exams
are written and taken by the class as a whole,
unless prior arrangements have been made.
7)
The instructor will grade final exams
immediately following completion of the course.
Grades will be posted by student number on the
sign-in sheet and will show the exam score and
attendance record. After receiving a passing
score the student will be given a Course
Completion Certificate by the instructor.
Students should remember to send COPIES, not
originals, of their certificate(s) to the Texas
Real Estate Commission along with their
completed application. Students should keep the
original certificate(s) for their personal
records for future reference for items such as
course dates and/or course numbers. Spencer
Training and Testing Development, Inc. DOES NOT
keep copies of the certificates on file in the
interest of student privacy and security. A
$25.00 fee will be charged by the school if a
duplicate certificate must be issued to a
student.
8) Students will be asked to
evaluate the course and the instructor and offer
suggestions for new courses and/or improvements
at the end of each course. Students should feel
free to express themselves and know that their
responses will be kept in confidence and only
designated staff members will read evaluations.
Students should be honest and serious with their
responses as these critiques reflect on the
instructor as well as the curriculum. To ensure
privacy, students may place the evaluation sheet
in a locked box in the classroom or mail it
directly to Spencer Training and Testing
Development, Inc. , 3303 Louisiana #150 Houston,
Texas 77006.
9) Any student electing to
utilize a credit cad to pay for course tuition
understands that Spencer Training and Testing
Development, Inc. and/or its assign's has
permission to process the charge prior to the
commencement of the first day of class. The
student further understands that if the dispute
any or all of the charges made to the credit
card that an additional $35.00 administration
fee will be charged to the credit card.
10)
Students purchasing a 5-pack of courses must
complete all 5 courses within 6 weeks of the
initial purchase date.
11) Students
purchasing a 7-pack of courses must complete all
7 courses within 9 weeks of the initial purchase
date.
MCE COURSE POLICIES:
1) Student must arrive and register at least
15 minutes before course begins and be seated in
the classroom when the class begins. Spencer
Training and Testing Development, Inc. does not
allow late arrivals to participate and requires
that students arriving late reschedule the
course. There will be a $40.00 rescheduling fee
charged to the student.
2) MCE hours may be
applied toward Broker's License requirements.
3) Make up hours are not allowed on any MCE
class.
4) The school will submit MCE
completion notifications to TREC within 10 days
of the course end date and TREC has up to 10
additional days to post the hours to the TREC
website. The actual course completion date will
be utilized when determining if the licensee
completed the course before their license
expiration date.
REAL ESTATE & MORTGAGE EXAM-PREP POLICIES:
1) Any student completing an entire ExamPrep
course who does NOT pass the State Exam may
repeat the course within 1 month of the original
ExamPrep course completion date at no additional
cost.
2) In order to be admitted at no cost,
the student must provide the school with both a
receipt from the original course taken at
Spencer Training and Testing Development, Inc.
and a copy of the “No Pass” analysis from the
testing facility. The student will be required
to pay the full tuition fee if both of these
items are not presented to the school.
3)
When the ExamPrep course is purchased with a
pack at the discounted rate, the student must
complete the ExamPrep course no later than 1
month after completing their final course. The
ExamPrep course must be scheduled at the time
the course pack is purchased and the entire
course must be taken.
GENERAL POLICIES:
1) No smoking or drinking of alcoholic
beverages is permitted inside the classroom or
on school premises.
2) Students will be a
given a 10-minute break every 50 minutes.
3)
Recording devices are not allowed in the
classroom or on school premises.
4) Students
writing NSF checks will require paying an
additional $55.00 fee to reprocess or replace
the check.
5) Students electing to make
payments with an American Express credit card
will be required to pay an additional 3.5% of
the total amount due.
6) A phone is provided
in the lobby for the students' use during break
times or for emergencies. Only local calls are
allowed from the phone and students will not be
allowed to receive calls. No pagers, cell
phones, blue tooth devices or other
communication equipment will be permitted inside
the classroom.
7) The school will NOT provide
students fax machines, copiers or computers for
accessing the internet. Students will need to
take care of any personal business before class
begins, during breaks, or after class ends.
School staff members are not permitted to fax,
copy, or email documents for students.
8) In
the event a student, during class time, persists
in talking, sleeping, reading material other
than course material, and/or acting
antagonistically with questions or comments, the
student will be immediately dismissed without
refund and asked to leave the school premises.
9) This Enrollment Agreement is binding upon the
signature of the student and the Spencer
Training and Testing Development, Inc.
10)
Student understands that by signing this
Enrollment Agreement that they are authorizing
Spencer Training and Testing Development, Inc.
to send future communications by fax, email,
postal mail or telephone to the student relating
to the school and its curriculum. If a student
wishes to opt out of receiving future
communications from Spencer Training and Testing
Development, Inc. , they must notify the school
in writing of their desire to be removed from
the contact list.
11) Spencer Training and
Testing Development, Inc. , reserves the right
to cancel and/or reschedule a class due to
insufficient enrollment and/or availability of
an instructor. Information provided by any
member of the faculty is intended for general
educational purposes and to satisfy real estate
licensing requirements only. The undersigned
student agrees not to rely on such information
for any other purpose, and further agrees to
hold Spencer Training and Testing Development,
Inc. , its management, and/or its faculty
harmless from any claims or damages arising from
the student’s use of any such information for
purposes other than general education.

Materials and books issued and provided by
Spencer Training and Testing Development, Inc.
may not be duplicated or reproduced in any
manner and are protected under copyright law.
RESCHEDULING, CANCELLATION & REFUND POLICIES:
1. If tuition is not prepaid prior to the
first day of class the student will be subject
to an additional $20.00 charge on any CORE, SAE,
or MCE course.
2. The student is responsible
for notifying the school of a need to reschedule
a course at least 24 hours in advance of the
original course start time. A $40.00 fee will be
charged each time a student reschedules a
course. If the student cannot attend the course
they reschedule to, it will be treated as a
no-show.
3. Tuition is non-refundable on any
Course including but not Limited to ONLINE
Courses, Inclassroom, PDF Book, Home Study and
Correspondence (If Spencer Training and Testing
Development, Inc. does allow a refund there will
be a $40.00 administrative fee accessed for each
course)
4. A minimum course enrollment size
is set in advance for all courses. Spencer
Training and Testing Development, Inc. reserves
the right to reschedule or change campuses on
any course that does not meet the minimum
enrollment size with pre-paid reservations.
Enrolled students will be notified at least 24
hours in advance of any rescheduled courses.
